Tuareg Baptism is very simple, three names are discussed by elders and then straws are drawn to choose the final name. The women then dance and sing and play the drums while men prepare goat mead and drink tea and discuss things while people visit from the surrounding nomad camps. Tuareg Nomads have two traditional priorities, their animals and access to water. This group has moved to this region at this time to enjoy the remaining good grassland of the rainy season and will soon move again to be close to a good water source. The smells, the sounds, the wind. This col\u00adlec\u00adtion of arti\u00adcles, writ\u00adten over a decade by a lead\u00ading author\u00adi\u00adty on the pol\u00adi\u00adtics of Saha\u00adran nomads, was an absolute delight for me to read. It deals with the very peo\u00adple (not just the same eth\u00adnic group, but the par\u00adtic\u00adu\u00adlar seg\u00adment of them, the kel-A\u00efr of Niger) who first awak\u00adened me to the nature of pro\u00adto-demo\u00adc\u00adra\u00adt\u00adic insti\u00adtu\u00adtions. I read these arti\u00adcles with a tremen\u00addous wave of nos\u00adtal\u00adgia. When as a naive <em>toubab<\/em>, I came to that part of Africa, many years ago, I had been led by the small amount of lit\u00ader\u00ada\u00adture avail\u00adable on the sub\u00adject to believe that the Tuareg rep\u00adre\u00adsent\u00aded a strict\u00adly strat\u00adi\u00adfied soci\u00adety, rigid and tra\u00addi\u00adtion\u00adal \u2014 the last place to look for any kind of pro\u00adto-demo\u00adc\u00adra\u00adt\u00adic ele\u00adments. But what I saw con\u00adfused me, and ulti\u00admate\u00adly enlight\u00adened me: a maze of con\u00adcil\u00adiar insti\u00adtu\u00adtions, both for\u00admal and infor\u00admal, embody\u00ading all the ele\u00adments from which demo\u00adc\u00adra\u00adt\u00adic the\u00ado\u00adry evolved in less exot\u00adic places. Good and bad things, but the same stew-pot of good and bad from which our best insti\u00adtu\u00adtions ulti\u00admate\u00adly evolved. I also saw that much that had been writ\u00adten or assumed was blind to this, shaped by pre\u00adsump\u00adtions that desert nomads where either chaot\u00adic beings with\u00adout \u201ccom\u00adplex\u201d polit\u00adi\u00adcal insti\u00adtu\u00adtions, or a rigid, change\u00adless hier\u00adar\u00adchy in which dis\u00adcus\u00adsion, rep\u00adre\u00adsen\u00adta\u00adtion, and equal\u00adi\u00adty played no part. My eyes told me that nei\u00adther pre\u00adsump\u00adtion was valid. It was this expe\u00adri\u00adence that got me inter\u00adest\u00aded in the issue of the uni\u00adver\u00adsal roots of demo\u00adc\u00adra\u00adt\u00adic prac\u00adtice, and trig\u00adgered decades of read\u00ading. Sad\u00adly, when Steve Muhlberg\u00ader and I began our first work on the sub\u00adject, there was no pub\u00adlished work on the Tuareg usable for our pur\u00adpose. This book, had it exist\u00aded then, would have been a cen\u00adter\u00adpiece of our discussion.<\/span><!--more--><\/p>\n<p><span style=\"color: #000000;\">The Tuareg, the \u201cPeo\u00adple of the Blue Vail\u201d who loom in pic\u00adturesque splen\u00addour in images of the Sahara, are, no mat\u00adter how alien they may first appear to an out\u00adsider, human beings. They did not come from Mars. In the many years since I encoun\u00adtered them, they have drift\u00aded more and more into con\u00adtact and involve\u00adment with the world as a whole. Tuareg musi\u00adcians now cut albums with Euro\u00adpean rock stars, and film crews poke into the more acces\u00adsi\u00adble por\u00adtions of their domain \u2014 both devel\u00adop\u00adments that I could not have imag\u00adined when I was there. But there is still lit\u00adtle inter\u00adest or knowl\u00adedge of the Touareg as polit\u00adi\u00adcal beings, as peo\u00adple try\u00ading to solve the peren\u00adni\u00adal prob\u00adlems of pow\u00ader, deci\u00adsion-mak\u00ading, author\u00adi\u00adty, and inclu\u00adsion that are crit\u00adi\u00adcal to our sur\u00advival. This book is a bril\u00adliant excep\u00adtion. It\u2019s a great pity that it isn\u2019t avail\u00adable in Eng\u00adlish.
