It\u2019s not as if the cur\u00adrent eco\u00adnom\u00adic slump came as a sur\u00adprise to any\u00adone with horse-sense. Those of us who can add two and two and get four have been pre\u00addict\u00ading it for a long time. North Amer\u00adi\u00adcans have long lived in a bizarre Con\u00adser\u00adv\u00ada\u00adtive fan\u00adta\u00adsy world in which \u201cpros\u00adper\u00adi\u00adty\u201d and \u201ccon\u00adsump\u00adtion\u201d have been inter\u00adchange\u00adable words. Thir\u00adty years of Con\u00adser\u00adv\u00ada\u00adtive mum\u00adbo-jum\u00adbo has con\u00advinced an entire gen\u00ader\u00ada\u00adtion that you mag\u00adi\u00adcal\u00adly get rich mere\u00adly by buy\u00ading things \u2015 and mak\u00ading things is an unnec\u00ades\u00adsary process, a tir\u00ading and incon\u00adve\u00adnient, low class kind of busi\u00adness that we needn\u2019t dirty our hands with. Now we are in a bloody big mess.  As soon as Con\u00adser\u00adv\u00ada\u00adtive wack\u00ados came into pow\u00ader in the Unit\u00aded States, with the Rea\u00adgan admin\u00adis\u00adtra\u00adtion, that coun\u00adtry start\u00aded to go into debt. Allow\u00ading for infla\u00adtion, there was prac\u00adti\u00adcal\u00adly no nation\u00adal debt until WWII<\/span>, which cost mon\u00adey to win, then a fair\u00adly mod\u00adest plateau of debt until 1980. Then came the Neo-Con\u00adser\u00adv\u00ada\u00adtives \u2015 the cur\u00adrent ver\u00adsion of Com\u00admu\u00adnists, with the same com\u00adbi\u00adna\u00adtion of ide\u00ado\u00adlog\u00adi\u00adcal zealotry, dis\u00addain for human rights, quack eco\u00adnom\u00adic nos\u00adtrums, doc\u00adtrines of his\u00adtor\u00adi\u00adcal mys\u00adti\u00adcism, pre\u00addes\u00adti\u00adna\u00adtion and pseu\u00addo\u00adscience, and the same hatred of free\u00addom as their pre\u00adde\u00adces\u00adsors. The Neo-Con\u00adser\u00adv\u00ada\u00adtives are in the process of sow\u00ading the same seeds of mis\u00adery and pover\u00adty as the Marx\u00adists they claim to dis\u00addain, but actu\u00adal\u00adly mim\u00adic. From the most pro\u00adduc\u00adtive econ\u00ado\u00admy in human his\u00adto\u00adry \u2015 and one which had achieved a great degree of social jus\u00adtice and eco\u00adnom\u00adic fair\u00adness \u2015 the Unit\u00aded States has been trans\u00adformed into a bas\u00adket case debtor, owing tril\u00adlions to its new mas\u00adters, the Com\u00admu\u00adnist Par\u00adty gang\u00adsters in Bei\u00adjing and the Oil gang\u00adsters in Riyadh.<\/span><\/p>\n

The foun\u00adtain\u00adhead of all this idi\u00adot\u00adic Con\u00adser\u00adv\u00ada\u00adtive clap\u00adtrap is, or course, the Unit\u00aded States, but there has nev\u00ader been any short\u00adage of Cana\u00addi\u00adans will\u00ading to ape it. Our cur\u00adrent gov\u00adern\u00adment is noth\u00ading more than a branch office of Washington\u2019s Polit\u00adburo. The only thing that saves us from the extreme dis\u00adas\u00adter that Amer\u00adi\u00adcans face is the fact that we are cul\u00adtur\u00adal\u00adly more cau\u00adtious, and our Par\u00adlia\u00admen\u00adtary insti\u00adtu\u00adtions do not per\u00admit the kind of exec\u00adu\u00adtive monar\u00adchy that has destroyed Amer\u00adi\u00adcan democ\u00adra\u00adcy. The waves wash over us from the south, and we get wet, but we don\u2019t drown. Fis\u00adcal\u00adly, we are in much bet\u00adter shape, and even the con\u00adcert\u00aded efforts of Con\u00adser\u00adv\u00ada\u00adtives to destroy pro\u00adduc\u00adtion and reduce us to being a resource colony again have not suc\u00adceed\u00aded. But we are so inti\u00admate\u00adly tied to the Amer\u00adi\u00adcan econ\u00ado\u00admy, which buys most of our goods, that we can\u2019t hope to avoid the con\u00adse\u00adquences of an Amer\u00adi\u00adcan eco\u00adnom\u00adic meltdown.<\/span><\/p>\n

So the first step, of course, is to get rid of Con\u00adser\u00adv\u00ada\u00adtives. Get them out of gov\u00adern\u00adment, get them out of busi\u00adness, and get them out of our cul\u00adture. They have noth\u00ading to offer us but pover\u00adty and sav\u00adagery. How\u00adev\u00ader, once you get rid or the sabo\u00adteurs and the idiots, you have to sit down and fig\u00adure out pos\u00adi\u00adtive steps to deal with the prob\u00adlems they have cre\u00adat\u00aded. Moral supe\u00adri\u00ador\u00adi\u00adty does not con\u00adsti\u00adtute reform, and the absence of blame doesn\u2019t imply the pres\u00adence of skill. Conservatism\u2019s great\u00adest suc\u00adcess has been in destroy\u00ading the intel\u00adlec\u00adtu\u00adal basis of real progress, and it has cul\u00adti\u00advat\u00aded an inane and incom\u00adpe\u00adtent oppo\u00adsi\u00adtion. In the Unit\u00aded States, the sit\u00adu\u00ada\u00adtion looks hope\u00adless. Their demo\u00adc\u00adra\u00adt\u00adic insti\u00adtu\u00adtions are in bad shape \u2015 elec\u00adtions for Sen\u00adate and House have long ceased to be mean\u00ading\u00adful, and the rul\u00ading par\u00adty has been allowed to rig two pres\u00adi\u00adden\u00adtial elec\u00adtions with\u00adout being called to account. A coun\u00adtry once viewed by the world as a bea\u00adcon of lib\u00ader\u00adty is now bet\u00adter known for run\u00adning a con\u00adcen\u00adtra\u00adtion camp, and for both prac\u00adtic\u00ading and advo\u00adcat\u00ading tor\u00adture. Amer\u00adi\u00adcans seem to be able to chose only between wimps and bul\u00adlies. The wimps are too cow\u00adard\u00adly and incom\u00adpe\u00adtent to face up to the bul\u00adlies, and the bul\u00adlies make all the rules. Amer\u00adi\u00adcans are, in a word, fucked. But can we do some\u00adthing to save our\u00adselves from the same fate? I think so. But it will take more than mere\u00adly elect\u00ading the oppo\u00adsi\u00adtion. That oppo\u00adsi\u00adtion has to grow up, and it has to make dra\u00admat\u00adic changes in its attitudes.<\/span><\/p>\n

We need to make things. All poli\u00adcies aimed at main\u00adtain\u00ading high lev\u00adels of con\u00adsumer con\u00adsump\u00adtion, while allow\u00ading val\u00adue-added pro\u00adduc\u00adtion to con\u00adtin\u00adue to decay, are mere\u00adly dig\u00adging our graves deep\u00ader for a future funer\u00adal. Real economies save, invest in them\u00adselves, and make things. Fan\u00adta\u00adsy economies are based on the notion that you can get rich by buy\u00ading big screen tvs made by some\u00adbody else. Every polit\u00adi\u00adcal and macro-eco\u00adnom\u00adic deci\u00adsion that we make, as a nation, should con\u00adcen\u00adtrate on increas\u00ading the pro\u00adduc\u00adtion of real goods, pri\u00admar\u00adi\u00adly for the domes\u00adtic mar\u00adket, with exports always treat\u00aded as gravy. A mar\u00adket of 33 mil\u00adlion peo\u00adple is per\u00adfect\u00adly ade\u00adquate to sup\u00adport the domes\u00adtic man\u00adu\u00adfac\u00adture of most goods that we present\u00adly import. Only a small minor\u00adi\u00adty of man\u00adu\u00adfac\u00adtur\u00ading process\u00ades are inher\u00adent\u00adly inef\u00adfi\u00adcient on this scale. In most cas\u00ades, imports are cheap\u00ader only because they are man\u00adu\u00adfac\u00adtured by glob\u00adal gang\u00adsters using cap\u00adtive pop\u00adu\u00adla\u00adtions of exploit\u00aded or enslaved labour. Con\u00adser\u00adv\u00ada\u00adtive-Com\u00admu\u00adnism is con\u00adstant\u00adly try\u00ading to con\u00advince us that it\u2019s to our advan\u00adtage to com\u00adpete with slaves. In order to jus\u00adti\u00adfy this bla\u00adtant attack on free\u00addom, they snow us under with slo\u00adgans about \u201cglob\u00adal\u00adiza\u00adtion\u201d and \u201cmar\u00adket forces\u201d, which amount to noth\u00ading but the self-evi\u00addent fact that it\u2019s cheap\u00ader to make things with slaves than it is with free people.<\/span><\/p>\n

We must keep this fun\u00adda\u00admen\u00adtal truth always before us: A free mar\u00adket exists only where peo\u00adple are free. A free mar\u00adket is exact\u00adly what we should be try\u00ading to get, but I mean a real one, not the fake one being ped\u00addled by Con\u00adser\u00advatism. A free mar\u00adket can only exist, by def\u00adi\u00adn\u00adi\u00adtion, in a democ\u00adra\u00adcy of free peo\u00adple. There are no excep\u00adtions to this rule. When Con\u00adser\u00adv\u00ada\u00adtives talk about \u201cfree mar\u00adket\u201d eco\u00adnom\u00adics in Chi\u00adna, or any oth\u00ader dic\u00adta\u00adtor\u00adship, they are ped\u00addling bull\u00adshit. It is as non\u00adsen\u00adsi\u00adcal and dis\u00adhon\u00adest as when the old Sovi\u00adet thugs talked about \u201csocial jus\u00adtice\u201d or \u201cfree\u00addom\u201d. Con\u00adser\u00adv\u00ada\u00adtive, glob\u00adal\u00adist eco\u00adnom\u00adics has no con\u00adnec\u00adtion what\u00adso\u00adev\u00ader with free mar\u00adkets, nev\u00ader has, and nev\u00ader will. Their ide\u00adol\u00ado\u00adgy is about slav\u00adery, and noth\u00ading else.<\/span><\/p>\n

There\u00adfore, we should make every effort to dis\u00aden\u00adgage from trade with dic\u00adta\u00adtor\u00adships, con\u00adfine our inter\u00adna\u00adtion\u00adal trade to places where peo\u00adple are free, and to sub\u00adsti\u00adtute local pro\u00adduc\u00adtion for impor\u00adta\u00adtion. This means fight\u00ading the glob\u00adal net\u00adwork of dic\u00adta\u00adtor\u00adships and transna\u00adtion\u00adal cor\u00adpo\u00adra\u00adtions that are erod\u00ading our freedom.<\/span><\/p>\n

Next, we must over\u00adcome our great\u00adest weak\u00adness. Our great\u00adest weak\u00adness, unfor\u00adtu\u00adnate\u00adly, has been sold to us as a strength. We are rich in nat\u00adur\u00adal resources. Because Cana\u00adda has always had plen\u00adty of min\u00ader\u00adals, untouched forests, and open space suit\u00adable for mono-cul\u00adture farm\u00ading, we have always been tempt\u00aded to live off that boun\u00adty, with\u00adout think\u00ading ahead. Instead of mak\u00ading fur\u00adni\u00adture, we just chop down trees and sell them cheap\u00adly to oth\u00aders, who make fur\u00adni\u00adture \u2015 then buy the fur\u00adni\u00adture back at fifty times the price. Instead of mak\u00ading machines, we dig up rocks and sell them cheap to more clever peo\u00adple, who turn them into machines. A resource-based econ\u00ado\u00admy is a sucker\u2019s game. This should be self-evi\u00addent, but it has always been too sub\u00adtle a con\u00adcept for our politi\u00adcians to grasp. When push comes to shove, they always agree to sab\u00ado\u00adtage val\u00adue-added man\u00adu\u00adfac\u00adtur\u00ading and max\u00adi\u00admize resource extrac\u00adtion, which, of course, the All Wise out\u00adside the coun\u00adtry will always urge them to do. We have the soil to grow high qual\u00adi\u00adty food for our\u00adselves in abun\u00addance, but waste it sup\u00adply\u00ading glob\u00adal mono-crop agribusi\u00adness with cheap soy\u00adbeans, wheat, cat\u00adtle and pork, from which we earn a pit\u00adtance, while we rely on those same gang\u00adsters to feed us an infe\u00adri\u00ador, low-grade diet, and expose our\u00adselves to poten\u00adtial pandemics.<\/span><\/p>\n

We should be seiz\u00ading every oppor\u00adtu\u00adni\u00adty to sub\u00adsti\u00adtute Cana\u00addi\u00adan pro\u00adduc\u00adtion for impor\u00adta\u00adtion. Why are we import\u00ading book\u00adshelves from Swe\u00adden? We can\u2019t build book\u00adshelves? Are we fuck\u00ading morons? In that par\u00adtic\u00adu\u00adlar case, we\u2019re not even import\u00ading them because they\u2019re cheap\u00ader! Swedish labour costs more than Cana\u00addi\u00adan labour. The Swedes pay for bet\u00adter social ser\u00advices than we have, with the mon\u00adey we give them. They can do this because we\u2019re lazy slobs who are too stu\u00adpid to nail ten pieces of wood togeth\u00ader. We deserve to go broke, if we keep that up.<\/span><\/p>\n

Every prod\u00aduct that enters this coun\u00adtry should trig\u00adger a detailed analy\u00adsis and report that demands to know why it isn\u2019t being made here. If we import table saws or snow\u00adplows or chick\u00aden pot pies from abroad, a sam\u00adple of each should auto\u00admat\u00adi\u00adcal\u00adly be sent to a Cana\u00addi\u00adan uni\u00adver\u00adsi\u00adty or tech\u00adni\u00adcal insti\u00adtute with a demand to know why we aren\u2019t mak\u00ading it. Stu\u00addents and pro\u00adfes\u00adsors should be set the task of fig\u00adur\u00ading out how we can do so, more cheap\u00adly, in bet\u00adter qual\u00adi\u00adty, or both. And when some\u00adone does fig\u00adure it out, they should be cheered and be-medaled and mobbed by hordes of bankers and ven\u00adture cap\u00adi\u00adtal\u00adists try\u00ading to set them up in busi\u00adness. Any Cana\u00addi\u00adan com\u00adpa\u00adny that doesn\u2019t do sig\u00adnif\u00adi\u00adcant research and devel\u00adop\u00adment should be regard\u00aded as a drag on the sys\u00adtem and an embar\u00adrass\u00adment to Cana\u00addi\u00adan business.<\/span><\/p>\n

Then, we must reform our bank\u00ading sys\u00adtem. The best pro\u00adce\u00addure would be to break up the five super-banks that dom\u00adi\u00adnate us into at least fifty banks, requir\u00ading at least five to oper\u00adate sep\u00ada\u00adrate\u00adly in each province. Banks should be for\u00adbid\u00adden to engage in eco\u00adnom\u00adic trans\u00adac\u00adtions with any regime that is not demo\u00adc\u00adra\u00adt\u00adi\u00adcal\u00adly elect\u00aded, and should have only lim\u00adit\u00aded per\u00admis\u00adsion to export Cana\u00addi\u00adan sav\u00adings. The pur\u00adpose of our sav\u00adings is to invest in our\u00adselves. A ratio\u00adnal human being sets aside friv\u00ado\u00adlous con\u00adsump\u00adtion to save for the pur\u00adpose of increas\u00ading pro\u00adduc\u00adtiv\u00adi\u00adty and enter\u00adprise. That\u2019s what real free mar\u00adket eco\u00adnom\u00adics is all about. Our sav\u00adings should not be thrown away so that we can veg\u00ade\u00adtate on couch\u00ades, sur\u00adround\u00aded by import\u00aded toys. And they should not be thrown away to sub\u00adsi\u00addize the Swiss fin\u00adish\u00ading schools, ski resorts, and palaces of a glob\u00adal aristocracy.<\/span><\/p>\n

We must reform our sys\u00adtem of tax\u00ada\u00adtion. We must always remem\u00adber this fun\u00adda\u00admen\u00adtal fact: Since we are a democ\u00adra\u00adcy, we are tax\u00ading our\u00adselves. It\u2019s our mon\u00adey. For\u00adeign gov\u00adern\u00adments have no busi\u00adness telling us how to spend it. The glob\u00adal super-rich have no busi\u00adness telling us how to spend it. It\u2019s ours. Any\u00adone who tries to inter\u00adfere in our deci\u00adsions as to how to spend our own mon\u00adey should be firm\u00adly, and not nec\u00ades\u00adsar\u00adi\u00adly polite\u00adly, told to fuck off. Not a sin\u00adgle cent of our tax mon\u00adey should ever leave this coun\u00adtry. There is no legit\u00adi\u00admate func\u00adtion of tax mon\u00adey that would car\u00adry it ouside of the coun\u00adtry. As one of the world\u2019s wealth\u00adi\u00adest nations, there can be no neces\u00adsi\u00adty for us to bor\u00adrow mon\u00adey from out\u00adside. If we can\u2019t pay for some\u00adthing our\u00adselves, then we don\u2019t need it. Tax\u00ada\u00adtion should pay for things that are best financed col\u00adlec\u00adtive\u00adly, and these things must be cho\u00adsen with care, because government\u2019s effec\u00adtive\u00adness depends not on how much it spends, but on how many sep\u00ada\u00adrate process\u00ades it is jug\u00adgling. A few gov\u00adern\u00adment ser\u00advices run effi\u00adcient\u00adly and well-fund\u00aded are worth more to us than a thou\u00adsand ser\u00advices man\u00adaged and financed in a half-assed way. We should always seek the low\u00adest lev\u00adel of gov\u00adern\u00adment pos\u00adsi\u00adble to han\u00addle any task. Noth\u00ading should be han\u00addled by the fed\u00ader\u00adal gov\u00adern\u00adment that could be bet\u00adter han\u00addled by a provin\u00adcial gov\u00adern\u00adment, and noth\u00ading should be han\u00addled by a provin\u00adcial gov\u00adern\u00adment that could be bet\u00adter han\u00addled by a local gov\u00adern\u00adment. No lev\u00adel of gov\u00adern\u00adment should be allowed to sluff off its respon\u00adsi\u00adbil\u00adi\u00adties to an inap\u00adpro\u00adpri\u00adate lev\u00adel, just to cre\u00adate a false impres\u00adsion of econ\u00ado\u00admy on its books.<\/span><\/p>\n

I favour a sys\u00adtem of enhanced Fed\u00ader\u00adal\u00adism. Tax\u00ada\u00adtion should not be col\u00adlect\u00aded by the Fed\u00ader\u00adal Gov\u00adern\u00adment. It should be col\u00adlect\u00aded by Provin\u00adcial gov\u00adern\u00adments, and then each province should remit a cer\u00adtain per\u00adcent\u00adage of its \u201ctake\u201d to the Feds in order to pay for what\u00adev\u00ader has to be done by a fed\u00ader\u00adal gov\u00adern\u00adment. We have chron\u00adic prob\u00adlems of region\u00adal dis\u00adpar\u00adi\u00adty \u2015 which have become the excuse for a par\u00ada\u00adlyz\u00ading sys\u00adtem of hand\u00adouts and trans\u00adfer pay\u00adments from a cen\u00adtral\u00adized fed\u00ader\u00adal bureau\u00adcra\u00adcy. These are designed to freeze the poor\u00ader sec\u00adtions of the coun\u00adtry into per\u00adpet\u00adu\u00adal depen\u00addence and sub\u00adservience. Few peo\u00adple under\u00adstand the dis\u00adas\u00adtrous effects of such trans\u00adfers. No fed\u00ader\u00adal admin\u00adis\u00adtra\u00adtion will ever use fed\u00ader\u00adal tax mon\u00adey, large\u00adly col\u00adlect\u00aded in the three or four rich\u00adest provinces, to spend it in such a way as to devel\u00adop the economies of the poor\u00ader provinces. Nobody in Que\u00adbec or Ontario wants their tax mon\u00adey to pay for estab\u00adlish\u00ading a dairy indus\u00adtry or a tex\u00adtile indus\u00adtry in Mar\u00aditime provinces that will com\u00adpete with them, so the mon\u00adey will always be spent in some way that is eco\u00adnom\u00adi\u00adcal\u00adly pas\u00adsive, such as prop\u00adping up worth\u00adless coal mines, build\u00ading use\u00adless mil\u00adi\u00adtary bases, or financ\u00ading dead-end pro\u00adgrams that will bounce the mon\u00adey right back to the heart\u00adland. That mon\u00adey will nev\u00ader have the oppor\u00adtu\u00adni\u00adty to grow real enter\u00adprise in the cap\u00adtive region. Its mis\u00addi\u00adrec\u00adtion will ensure the per\u00adpet\u00adu\u00ada\u00adtion of pover\u00adty, and thus increase the demands for yet more trans\u00adfer pay\u00adments, in an end\u00adless cycle. The solu\u00adtion to this prob\u00adlem is to make each province respon\u00adsi\u00adble for col\u00adlect\u00ading tax\u00ades, then to require them to remit a por\u00adtion to Ottawa at a rate set by the rel\u00ada\u00adtive posi\u00adtion of their GDP<\/span> to that of the oth\u00ader provinces. In oth\u00ader words, if a province is going through hard times, it gets a favourable break in how much mon\u00adey it has to hand over to the Feds. What remains is their mon\u00adey, and can be used to encour\u00adage local pro\u00adduc\u00adtion accord\u00ading to their own judg\u00adment. As they improve their eco\u00adnom\u00adic per\u00adfor\u00admance, they can then take up a more equal bur\u00adden of fed\u00ader\u00adal expens\u00ades. The supe\u00adri\u00ador\u00adi\u00adty of this method over the byzan\u00adtine intri\u00adca\u00adcies of our trans\u00adfer pay\u00adment sys\u00adtem should be obvi\u00adous. Region\u00adal inequal\u00adi\u00adties emerged, not because the poor\u00ader provinces are inher\u00adent\u00adly doomed to pover\u00adty, but because our bank\u00ading sys\u00adtem is exces\u00adsive\u00adly cen\u00adtral\u00adized, and we are overde\u00adpen\u00addent on nat\u00adur\u00adal resources. Because of a lack of resilient and cre\u00adative local financ\u00ading, Nova Sco\u00adtia, once a pow\u00ader\u00adhouse in ship-build\u00ading, failed to make the tech\u00adni\u00adcal and eco\u00adnom\u00adic tran\u00adsi\u00adtion to mod\u00adern ship-build\u00ading at a crit\u00adi\u00adcal junc\u00adture (as Nor\u00adway did, for exam\u00adple), and since then has steadi\u00adly slid into eco\u00adnom\u00adic decline and pas\u00adsiv\u00adi\u00adty. The fed\u00ader\u00adal sys\u00adtem, as it exists, keeps them there. Oth\u00ader poor provinces were stymied or robbed of devel\u00adop\u00adment in sim\u00adi\u00adlar ways. We can fix that.<\/span><\/p>\n

In fact, we can fix a lot of things. But to do that, we have to get rid of the nin\u00adcom\u00adpoops we have elect\u00aded, and put in a bunch who are will\u00ading to do some\u00adthing oth\u00ader than just roll over and let the world walk over us. That includes the bone\u00adheads in oppo\u00adsi\u00adtion par\u00adties as much as it does the ones who cur\u00adrent\u00adly rule the roost.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
