David Kil\u00adgour has been one of Canada\u2019s longest serv\u00ading Mem\u00adbers of Par\u00adlia\u00adment (27 years), as a Cab\u00adi\u00adnet Min\u00adis\u00adter, and as Sec\u00adre\u00adtary of State for Asia-Pacif\u00adic Affairs. Few Mem\u00adbers of Par\u00adlia\u00adment are as wide\u00adly respect\u00aded. One jour\u00adnal\u00adist has writ\u00adten: \u201cin the past 25 years, no Cana\u00addian could take this kind of moral time-test and pass with such fly\u00ading colours as David Kil\u00adgour.\u201d \u2014 and no Cana\u00addian politi\u00adcian comes even close to him as a con\u00adsis\u00adtent and prin\u00adci\u00adpled advo\u00adcate of human rights. He has pub\u00adlished four books on var\u00adied sub\u00adjects, rang\u00ading from Espi\u00adonage to Cana\u00addi\u00adan-Amer\u00adi\u00adcan rela\u00adtions. David Matas is a lawyer and lec\u00adturer on con\u00adsti\u00adtu\u00adtional law, inter\u00adna\u00adtional law, and civ\u00adil lib\u00ader\u00adties. He was in the Cana\u00addian Del\u00ade\u00adga\u00adtion to the Stock\u00adholm Inter\u00adna\u00adtional Forum on the Holo\u00adcaust, and since 1997 has been the Direc\u00adtor of the Inter\u00adna\u00adtional Cen\u00adtre for Human Rights &<\/span> Demo\u00adc\u00adra\u00adtic Development.<\/span><\/p>\n

These men were approached by a Wash\u00ading\u00adton-based coali\u00adtion of Human Rights groups with a request to do an inde\u00adpen\u00addent inves\u00adti\u00adga\u00adtion and report on alle\u00adga\u00adtions of live-organ har\u00advest\u00ading from polit\u00adi\u00adcal dis\u00adsi\u00addents by the Chi\u00adnese Com\u00admu\u00adnist Par\u00adty, which have long been made by fol\u00adlow\u00aders of the Falun Gong med\u00adi\u00adta\u00adtion move\u00adment, both in and out of Chi\u00adna. To quote the authors: \u201cWhen we began our work, we had no views whether the alle\u00adga\u00adtions were true or untrue. The alle\u00adga\u00adtions were so shock\u00ading that they are almost impos\u00adsi\u00adble to believe. We would have much rather found the alle\u00adga\u00adtions to be untrue than to be true. The alle\u00adga\u00adtions, if true, rep\u00adre\u00adsent a dis\u00adgust\u00ading form of evil which, despite all the deprav\u00adi\u00adties human\u00adity has seen, are new to this plan\u00adet. The very hor\u00adror made us reel back in dis\u00adbe\u00adlief.<\/em> \u2026 After the Holo\u00adcaust, it is impos\u00adsi\u00adble to rule out any form of deprav\u00adity. Whether an alleged evil has been per\u00adpe\u00adtrated can be deter\u00admined only by con\u00adsid\u00ader\u00ading the facts.<\/em>\u201d<\/span><\/p>\n

A pre\u00adlim\u00adi\u00adnary report was released in 2005, to which China\u2019s rulers respond\u00aded with invec\u00adtive and rabid, irrel\u00ade\u00advant denun\u00adci\u00ada\u00adtions of the Falun Gong. This sec\u00adond report was made to incor\u00adpo\u00adrate addi\u00adtional evi\u00addence. The method\u00adol\u00adogy of the the inves\u00adti\u00adga\u00adtion can\u00adnot be fault\u00aded, and nobody has been able to refute its data, evi\u00addence, or conclusions.<\/span><\/p>\n

What does the report conclude?<\/span><\/p>\n

\u201c<\/span>Based on our fur\u00adther research, we are rein\u00adforced in our orig\u00adi\u00adnal con\u00adclu\u00adsion that the alle\u00adga\u00adtions are true. We believe that there has been and con\u00adtin\u00adues today to be large scale organ seizures from unwill\u00ading Falun Gong prac\u00adti\u00adtion\u00aders. We have con\u00adcluded that the gov\u00adern\u00adment of Chi\u00adna and its agen\u00adcies in numer\u00adous parts of the coun\u00adtry, in par\u00adtic\u00adu\u00adlar hos\u00adpi\u00adtals but also deten\u00adtion cen\u00adtres and \u2018people\u2019s courts\u201d, since 1999 have put to death a large but unknown num\u00adber of Falun Gong pris\u00adon\u00aders of con\u00adscience. Their vital organs, includ\u00ading kid\u00adneys, liv\u00aders, corneas and hearts, were seized invol\u00adun\u00adtar\u00adily for sale at high prices, some\u00adtimes to for\u00adeign\u00aders, who nor\u00admally face long waits for vol\u00adun\u00adtary dona\u00adtions of such organs in their home countries.\u201d<\/em><\/span><\/p>\n

How many of the vic\u00adtims were first con\u00advicted of any offence, seri\u00adous or oth\u00ader\u00adwise, in legit\u00adi\u00admate courts, we are unable to esti\u00admate because such infor\u00adma\u00adtion appears to be unavail\u00adable both to Chi\u00adnese nation\u00adals and for\u00adeign\u00aders. It appears to us that many human beings belong\u00ading to a peace\u00adful vol\u00adun\u00adtary orga\u00adni\u00adza\u00adtion made ille\u00adgal eight years ago by Pres\u00adi\u00addent Jiang because he thought it might threat\u00aden the dom\u00adi\u00adnance of the Com\u00admu\u00adnist Par\u00adty of Chi\u00adna have been in effect exe\u00adcuted by med\u00adical prac\u00adtion\u00aders for their organs.<\/em><\/span><\/p>\n

Our con\u00adclu\u00adsion comes not from any one sin\u00adgle item of evi\u00addence, but rather the piec\u00ading togeth\u00ader of all the evi\u00addence we have con\u00adsid\u00adered. Each por\u00adtion of the evi\u00addence we have con\u00adsid\u00adered is, ion itself, ver\u00adi\u00adfi\u00adable and, in most cas\u00ades, incon\u00adtestable. Put togeth\u00ader, they paint a damn\u00ading whole pic\u00adture. It is their com\u00adbi\u00adna\u00adtion that has con\u00advinced us.\u201d<\/em><\/span><\/p>\n
