But this life\u00adtime schol\u00adarly work is well-bal\u00adanced with read\u00adabil\u00adity. Rodger thinks strate\u00adgi\u00adcally more than tac\u00adti\u00adcally. He knows that the eco\u00adnom\u00adics of get\u00adting ships on the sea, admin\u00adis\u00adter\u00ading and sup\u00adply\u00ading them, and mak\u00ading sure they do some\u00adthing use\u00adful is the heart of the mat\u00adter. Britain had exer\u00adcised con\u00adsid\u00ader\u00adable sea pow\u00ader in the north\u00adern world in Anglo-Sax\u00adon times, but the land-lub\u00adbing, horse rid\u00ading Nor\u00adman aris\u00adtoc\u00adracy used ships very crude\u00adly. <span id=\"more-341\"><\/span>Even in the Renais\u00adsance, there was no real \u201cnavy\u201d, but mere\u00adly incon\u00adsis\u00adtent attempts to put togeth\u00ader fleets for var\u00adi\u00adous tem\u00adpo\u00adrary pur\u00adposes, and naval tac\u00adtics remained prim\u00adi\u00adtive. Hen\u00adry <span class=\"caps\">VIII<\/span> was par\u00adtic\u00adu\u00adlarly irre\u00adspon\u00adsi\u00adble and destruc\u00adtive, as he was with every\u00adthing else. Elizabeth\u2019s reign was dom\u00adi\u00adnated by \u201cpri\u00adva\u00adteer\u00ading\u201d. It was only dur\u00ading Cromwellian times, when the rul\u00ading dic\u00adta\u00adtor\u00adship feared dis\u00adloy\u00adalty among sea\u00admen, that the first attempts were made to orga\u00adnize and admin\u00adis\u00adter what would fit our mod\u00adern notions of a nation\u00adal navy. Much of the sto\u00adry, of course, involves the more eco\u00adnom\u00adi\u00adcally advanced Dutch, with whom British polit\u00adi\u00adcal, mil\u00adi\u00adtary and eco\u00adnomic rela\u00adtions were inter\u00adwo\u00adven for cen\u00adturies.
