I\u2019m not one who is known to give my endorse\u00adment to any par\u00adtic\u00adu\u00adlar politi\u00adcian. The assort\u00adment that we have in the tra\u00addi\u00adtion\u00adal par\u00adties of Cana\u00adda is, to say the least, unin\u00adspir\u00ading. They range from out\u00adright trai\u00adtors to the coun\u00adtry, in the case of our Prime Min\u00adis\u00adter and his min\u00adions, to the large\u00adly inef\u00adfec\u00adtu\u00adal nitwits in oppo\u00adsi\u00adtion. The Lib\u00ader\u00adal Par\u00adty, by choos\u00ading the mer\u00adit\u00adless Justin Trudeau to lead them, has demon\u00adstrat\u00aded it\u2019s bank\u00adrupt\u00adcy. The NDP<\/span>, the old \u201cspoil\u00ader\u201d par\u00adty that has effec\u00adtive\u00adly been the agent keep\u00ading the Tories in pow\u00ader, is beneath contempt. <\/span><\/p>\n

But this is a crit\u00adi\u00adcal era for democ\u00adra\u00adcy in Cana\u00adda. No Cana\u00addi\u00adan gov\u00adern\u00adment I can think of has mount\u00aded such a sus\u00adtained and deter\u00admined attack on our free\u00addom and our democ\u00adra\u00adcy as has the present Con\u00adser\u00adv\u00ada\u00adtive regime of Stephen Harp\u00ader. It is far more dan\u00adger\u00adous than the crude venal cor\u00adrup\u00adtion of the same par\u00adty under Bri\u00adan Mul\u00adroney. It is now dri\u00adven by an utter\u00adly ruth\u00adless ide\u00adol\u00ado\u00adgy. Harp\u00ader is deter\u00admine to wipe out every ves\u00adtige of democ\u00adra\u00adcy in the coun\u00adtry and to turn it into a satrapy of the empire of glob\u00adal gangsterdom.<\/span><\/p>\n

This com\u00ading elec\u00adtion, I intend to vote for the Green Par\u00adty. Nor\u00admal\u00adly, I vote strate\u00adgi\u00adcal\u00adly, as is log\u00adi\u00adcal in a <\/span>
\n\u201cfirst-past-the-post\u201d elec\u00adtoral sys\u00adtem. Decent human beings in Cana\u00adda have always vot\u00aded \u201cABC<\/span>\u201d (Any\u00adthing But Con\u00adser\u00adv\u00ada\u00adtive), and select\u00aded local, provin\u00adcial and fed\u00ader\u00adal can\u00addi\u00addates accord\u00ading to whomev\u00ader had the best chance of keep\u00ading Tories out of office. Mean\u00adwhile, Stephen Harp\u00ader has built the Con\u00adser\u00adv\u00ada\u00adtive Par\u00adty into a for\u00admi\u00adda\u00adble machine, sharply focused on get\u00adting and exer\u00adcis\u00ading pow\u00ader, and able to use any dirty tac\u00adtic with impuni\u00adty. Per\u00adhaps it\u2019s time to ditch the ABC<\/span> strat\u00ade\u00adgy and look to the can\u00addi\u00addates themselves.<\/span><\/p>\n

A long time ago, I attend\u00aded some Green Par\u00adty events, and was not impressed. The can\u00addi\u00addates and their spokes\u00adpeo\u00adple all seemed to be flakes. Their \u201cgreen\u201d ideas were half-baked, their com\u00admit\u00adment to democ\u00adra\u00adcy onion-skin thin. I still sus\u00adpect that most Green Par\u00adty can\u00addi\u00addates are not like\u00adly to be very good, since any such mar\u00adgin\u00adal par\u00adty will be hard pressed to find seri\u00adous, thought\u00adful can\u00addi\u00addates in a sit\u00adu\u00ada\u00adtion where they have zero chance of get\u00adting elected. <\/span><\/p>\n

How\u00adev\u00ader, my opin\u00adion of the Green Par\u00adty has grad\u00adu\u00adal\u00adly changed as I\u2019ve fol\u00adlowed the career of its cur\u00adrent leader, Eliz\u00ada\u00adbeth May. Noth\u00ading flaky about her. Elect\u00aded to Par\u00adlia\u00adment by what amounts to a mir\u00ada\u00adcle in a first-past-the-post sys\u00adtem, she has demon\u00adstrat\u00aded, on the floor of that assem\u00adbly, an envi\u00adable com\u00adbi\u00adna\u00adtion of skill, com\u00adpe\u00adtence, and integri\u00adty. Her debat\u00ading skills are superb. She relies on log\u00adi\u00adcal rea\u00adson\u00ading and sharp analy\u00adsis rather than \u201ctalk\u00ading points\u201d. I have heard her utter noth\u00ading decep\u00adtive, manip\u00adu\u00adla\u00adtive, or inane \u2014 the three cat\u00ade\u00adgories sub\u00adsumed in 99% of what is said in Par\u00adlia\u00adment. Con\u00adse\u00adquent\u00adly, the three major par\u00adties have all tried their damnedest to see that she does not par\u00adtic\u00adi\u00adpate in the staged pseu\u00addo-debates that now pass for elec\u00adtoral com\u00adpe\u00adti\u00adtion in this coun\u00adtry. She is also the only con\u00adsis\u00adtent oppo\u00adnent of FIPA<\/span>, Harper\u2019s leg\u00adisla\u00adtive plan to hand over con\u00adtrol of Canada\u2019s key resources to the Com\u00admu\u00adnist Par\u00adty in Bei\u00adjing, and give that geno\u00adci\u00addal crim\u00adi\u00adnal orga\u00adni\u00adza\u00adtion the pow\u00ader to over\u00adrule our Par\u00adlia\u00adment. FIPA<\/span> is designed to shift leg\u00adisla\u00adtive pow\u00ader to secret con\u00adclaves, out\u00adside of demo\u00adc\u00adra\u00adt\u00adic over\u00adsight or con\u00adtrol, and to bind Cana\u00adda to its tyran\u00adni\u00adcal pow\u00ader for the next 31 years<\/em>. As she point\u00aded out in a recent speech, Harper\u2019s sup\u00adposed oppo\u00adsi\u00adtion to Com\u00admu\u00adnism does not apply to the Com\u00admu\u00adnists in pow\u00ader now, mur\u00adder\u00ading and exploit\u00ading peo\u00adple today, but only to those who are safe\u00adly dead in history. <\/span><\/p>\n

When Con\u00adser\u00adv\u00ada\u00adtives rant about the wicked\u00adness of Com\u00admu\u00adnism, it is pure\u00adly a rhetor\u00adi\u00adcal device. The old Com\u00admu\u00adnists used to mas\u00adquer\u00adade as oppo\u00adnents of Fas\u00adcism \u2014 while in real\u00adi\u00adty they allied them\u00adselves to Hitler and Mus\u00adsoli\u00adni, and were ide\u00ado\u00adlog\u00adi\u00adcal\u00adly indis\u00adtin\u00adguish\u00adable from them. Con\u00adser\u00adv\u00ada\u00adtive \u201coppo\u00adsi\u00adtion\u201d to Com\u00admu\u00adnism is such a fraud. FIPA<\/span> shows the real\u00adi\u00adty. Harp\u00ader serves the Com\u00admu\u00adnist Par\u00adty for the same rea\u00adson he serves the oil indus\u00adtry and glob\u00adal cor\u00adpo\u00adrate pow\u00ader. All three con\u00adsti\u00adtute aris\u00adtoc\u00adra\u00adcy, and the essen\u00adtial core of Con\u00adser\u00advatism is the pro\u00adtec\u00adtion and empow\u00ader\u00adment of aris\u00adtoc\u00adra\u00adcy. Con\u00adser\u00adv\u00ada\u00adtives seek a world in which aris\u00adto\u00adcrats rule over peas\u00adants and slaves. Such a world exists in the empire of Bei\u00adjing, and Con\u00adser\u00adv\u00ada\u00adtives every\u00adwhere rec\u00adog\u00adnize in this the tem\u00adplate of their ide\u00adal. Men like Harp\u00ader are drawn to its pow\u00ader like Rob Ford is drawn to crack. Like most peo\u00adple of her gen\u00ader\u00ada\u00adtion, who have been edu\u00adcat\u00aded in the con\u00adven\u00adtion\u00adal way, Eliz\u00ada\u00adbeth May prob\u00ada\u00adbly does not yet real\u00adize that today\u2019s Con\u00adser\u00adv\u00ada\u00adtive move\u00adment is<\/em> Com\u00admu\u00adnism, re-brand\u00aded and re-pack\u00adaged. But she is get\u00adting close to see\u00ading it. Most impor\u00adtant, she can tell plain evil when it\u2019s in front of her. Few Cana\u00addi\u00adan politi\u00adcians seem able to to do that.<\/span><\/p>\n

May emerged from the envi\u00adron\u00admen\u00adtal move\u00adment \u2014 specif\u00adi\u00adcal\u00adly from the strug\u00adgle to pro\u00adtect the world trea\u00adsure of South Mores\u00adby Island, in her home base on Canada\u2019s west coast. The Green Par\u00adty began as an attempt to bring envi\u00adron\u00admen\u00adtal issues to the fore in pol\u00adi\u00adtics. But, in the long run, envi\u00adron\u00admen\u00adtal issues can\u00adnot be dis\u00aden\u00adtan\u00adgled from admin\u00adis\u00adtra\u00adtive, eco\u00adnom\u00adic, and moral issues. May is the first Green Par\u00adty politi\u00adcian I\u2019ve seen who seems to be able to nav\u00adi\u00adgate through all of them. <\/span><\/p>\n

Here is an exam\u00adple of her coher\u00adent think\u00ading and clar\u00adi\u00adty of expres\u00adsion. It is the \u201cend of the year\u201d state\u00adment she sends out to the gen\u00ader\u00adal public:<\/span><\/p>\n

After sev\u00aden years as leader of the Green Par\u00adty of Cana\u00adda and two and a half years as a Mem\u00adber of Par\u00adlia\u00adment, I do not think of myself as a politi\u00adcian. I don\u2019t think of myself as some\u00adone who yearns for pow\u00ader. I hope I am not the kind of per\u00adson who would want to build a new polit\u00adi\u00adcal par\u00adty for its own sake. Nev\u00ader\u00adthe\u00adless, I am more com\u00admit\u00adted than ever to get\u00adting a full cau\u00adcus of Green MPs (at least 12) elect\u00aded in the next fed\u00ader\u00adal elec\u00adtion. The ques\u00adtion we should always ask is \u201cwhy?\u201d Will work\u00ading and focus\u00ading to elect twelve MPs change any\u00adthing? Will we \u2014 as so many pro\u00adgres\u00adsive voic\u00ades allege \u2014 mere\u00adly \u201csplit the vote?\u201d<\/em><\/span><\/p>\n

When I first decid\u00aded to run for lead\u00ader\u00adship in the Green Par\u00adty, my pri\u00adma\u00adry moti\u00adva\u00adtion was to stop Stephen Harp\u00ader gain\u00ading a major\u00adi\u00adty gov\u00adern\u00adment. I thought I could pre\u00advent his chances of a major\u00adi\u00adty by being in the lead\u00aders\u2019 debate, work\u00ading to keep a focus on issues. I want\u00aded to blunt what I saw then \u2014 and still do today \u2014 as the infor\u00admal alliance between Con\u00adser\u00adv\u00ada\u00adtives and the NDP<\/span> to destroy the Lib\u00ader\u00adal Par\u00adty \u2013 thus keep\u00ading Harp\u00ader in pow\u00ader. In 2008, thanks to a huge pub\u00adlic out\u00adcry, I was in the debates and we held Harp\u00ader to a minor\u00adi\u00adty. In 2011, when the oth\u00ader par\u00adty lead\u00aders and the net\u00adworks did a bet\u00adter job of cov\u00ader\u00ading their tracks to block Green par\u00adtic\u00adi\u00adpa\u00adtion, Harp\u00ader won his cov\u00adet\u00aded majority.<\/em><\/span><\/p>\n

Thank good\u00adness in that elec\u00adtion, we were able to make our suc\u00adcess\u00adful break\u00adthrough, win\u00adning our first Green seat in Par\u00adlia\u00adment. I knew on elec\u00adtion night that, as hap\u00adpy as I was, as over-joyed as were the hun\u00addreds of vol\u00adun\u00adteers and sup\u00adport\u00aders cel\u00ade\u00adbrat\u00ading at our Saanich-Gulf Islands vic\u00adto\u00adry par\u00adty, that the elec\u00adtion was a dis\u00adas\u00adter. I was dev\u00adas\u00adtat\u00aded by the news of a Con\u00adser\u00adv\u00ada\u00adtive major\u00adi\u00adty, a \u201cfalse major\u00adi\u00adty,\u201d a major\u00adi\u00adty of seats with only 39% of the vote. Such a result was only pos\u00adsi\u00adble due to our archa\u00adic \u201cwin\u00adner take all\u201d vot\u00ading sys\u00adtem. And I knew, because I have known Stephen Harp\u00ader for years, that our coun\u00adtry was in for a beat\u00ading. I knew our envi\u00adron\u00admen\u00adtal laws would be tar\u00adgets, that cli\u00admate pol\u00adi\u00adcy would remain hostage to oil sands inter\u00adests, and that our very nature and nation\u00adal char\u00adac\u00adter would be sore\u00adly tested.<\/em><\/span><\/p>\n

What I have expe\u00adri\u00adenced since May 2011 has only con\u00adfirmed my resolve that we have to break out of the hyper-par\u00adti\u00adsan\u00adship which is now accept\u00aded as \u201cnor\u00admal.\u201d We have to replace \u201cfirst past the post\u201d with a vot\u00ading sys\u00adtem that ensures that every vote counts. And we must find a way to reject the tox\u00adic pol\u00adi\u00adtics that allow back-room strate\u00adgists to set a course for power.<\/em><\/span><\/p>\n

What I see dai\u00adly as an MP<\/span> is rou\u00adtine con\u00adtempt for all our par\u00adlia\u00admen\u00adtary insti\u00adtu\u00adtions. Bills are forced through with time allo\u00adca\u00adtions, break\u00ading all his\u00adtor\u00adi\u00adcal records for shut\u00adting down debate. In the forty year peri\u00adod from 1917\u20131957, I found 7 exam\u00adples of time allo\u00adca\u00adtion. In the last two years, it has hap\u00adpened 50 times. The abuse of process in mas\u00adsive omnibus bills, also forced through with lim\u00adit\u00aded debate, with\u00adout a sin\u00adgle amend\u00adment being allowed, is also con\u00adtempt of the leg\u00adisla\u00adtive process itself. When I had worked in the Office of the Min\u00adis\u00adter of Envi\u00adron\u00adment in the 1980s, all the bills that went through the House were amend\u00aded. Some of the gov\u00adern\u00adment bills, such as the Cana\u00addi\u00adan Envi\u00adron\u00admen\u00adtal Pro\u00adtec\u00adtion Act were sub\u00adstan\u00adtial\u00adly changed through help\u00adful amend\u00adments pro\u00adposed by oppo\u00adsi\u00adtion MPs.<\/em><\/span><\/p>\n

No longer. Some\u00adhow Stephen Harp\u00ader seems to think that even the slight\u00adest amend\u00adment to a gov\u00adern\u00adment bill is a polit\u00adi\u00adcal defeat which he will not tol\u00ader\u00adate. What used to be large\u00adly non-par\u00adti\u00adsan exer\u00adcis\u00ades \u2013 the review of bills, lis\u00adten\u00ading to expert wit\u00adness\u00ades and cit\u00adi\u00adzen groups, to con\u00adsid\u00ader improve\u00adments \u2014 has degen\u00ader\u00adat\u00aded into a script\u00aded exer\u00adcise, an exten\u00adsion of the non-stop par\u00adti\u00adsan war\u00adfare. It is offen\u00adsive to every prin\u00adci\u00adple of demo\u00adc\u00adra\u00adt\u00adic gov\u00ader\u00adnance that the spring 2012 omnibus bud\u00adget bill, C\u201138 \u2013 a mon\u00adstrous assault on decades of envi\u00adron\u00admen\u00adtal law \u2014 all 440 pages, attack\u00ading, gut\u00adting and repeal\u00ading 70 oth\u00ader pieces of leg\u00adis\u00adla\u00adtion was passed with\u00adout a sin\u00adgle change between First Read\u00ading and Roy\u00adal Assent. Even draft\u00ading errors that were spot\u00adted were left intact \u2013 and had to be cor\u00adrect\u00aded by lat\u00ader gov\u00adern\u00adment legislation.<\/em><\/span><\/p>\n

Anoth\u00ader fea\u00adture of the cur\u00adrent admin\u00adis\u00adtra\u00adtion is Mr. Harper\u2019s sys\u00adtem\u00adat\u00adic assault on evi\u00addence based deci\u00adsion mak\u00ading. The sup\u00adpres\u00adsion of evi\u00addence, the lack of prop\u00ader back\u00adground even for the fis\u00adcal infor\u00adma\u00adtion in sup\u00adport of bud\u00adget deci\u00adsions, is a con\u00adtempt of Par\u00adlia\u00adment. Our sys\u00adtem rests on fun\u00adda\u00admen\u00adtal prin\u00adci\u00adples: gov\u00adern\u00adment is only legit\u00adi\u00admate by con\u00adsent of the gov\u00aderned. Par\u00adlia\u00adment is supreme. And Par\u00adlia\u00adment must con\u00adtrol the pub\u00adlic purse.<\/em><\/span><\/p>\n

The sys\u00adtem has been turned on its head. The Prime Min\u00adis\u00adter, and his polit\u00adi\u00adcal staff, assem\u00adbled in a fortress called the Prime Minister\u2019s Office (PMO<\/span>), make all the deci\u00adsions. It dic\u00adtates to Con\u00adser\u00adv\u00ada\u00adtive MPs what they say and how they vote. As was not\u00aded recent\u00adly in an arti\u00adcle by for\u00admer Sen\u00ada\u00adtor Low\u00adell Mur\u00adray (Sept 11, 2013, Globe and Mail), \u201cPar\u00adlia\u00adment is not even in the pic\u00adture.\u201d All deci\u00adsions are made in the Prime Minister\u2019s office where a com\u00adplete\u00adly non-trans\u00adpar\u00adent $10 million\/year oper\u00ada\u00adtion exists to enhance the pow\u00ader-base for the Con\u00adser\u00adv\u00ada\u00adtives.<\/em><\/span> Oth\u00ader par\u00adties cer\u00adtain\u00adly offer a bet\u00adter future for Cana\u00adda than the course set by Mr. Harp\u00ader, but will they change the sys\u00adtem? I see no sign of it. Mr. Mul\u00adcair keeps as tight a choke-hold on NDP<\/span> MPs as Mr. Harp\u00ader does on Con\u00adser\u00adv\u00ada\u00adtives. In fact, the NDP<\/span> cau\u00adcus vot\u00ading record dis\u00adplays tighter cau\u00adcus dis\u00adci\u00adpline (no stray MPs being allowed to vote their own con\u00adscience and views) than even the Con\u00adser\u00adv\u00ada\u00adtive vot\u00ading record. It is too ear\u00adly to know how tight\u00adly Justin Trudeau will con\u00adtrol the Lib\u00ader\u00adal cau\u00adcus, but so far the indi\u00adca\u00adtors are not any bet\u00adter than the \u201cdis\u00adci\u00adpline\u201d enforced in oth\u00ader parties.<\/em><\/span><\/p>\n

I see no way to change the sys\u00adtem for the bet\u00adter with\u00adout a strong Green pres\u00adence in the House. In antic\u00adi\u00adpa\u00adtion of the next elec\u00adtion, we will seek coop\u00ader\u00ada\u00adtion. I have already been in touch with the oth\u00ader lead\u00aders to explain that we should find a way to coop\u00ader\u00adate in one elec\u00adtion with the shared goal of elim\u00adi\u00adnat\u00ading First Past the Post so that our vot\u00ading sys\u00adtem can be made fair. In future elec\u00adtions, Cana\u00addi\u00adans would not need to fear the notion of \u201csplit\u00adting the vote.\u201d Every cit\u00adi\u00adzen would have a more pow\u00ader\u00adful rea\u00adson to exer\u00adcise their right to vote, because every vote would count. I wish I could report some progress in the effort to coop\u00ader\u00adate, but I will keep trying.<\/em><\/span><\/p>\n

We will focus our efforts in the next elec\u00adtion and attempt to win at least 12 seats to ensure we have full par\u00adlia\u00admen\u00adtary cau\u00adcus. That will allow us to demon\u00adstrate to Cana\u00addi\u00adans and to the oth\u00ader par\u00adties that it is pos\u00adsi\u00adble to have a fed\u00ader\u00adal par\u00adty, pro\u00admot\u00ading a shared vision, while respect\u00ading that our MPs first duty is to our con\u00adstituents \u2013 not our party.<\/em><\/span><\/p>\n

A full Green par\u00adlia\u00admen\u00adtary cau\u00adcus will be able to advance poli\u00adcies that deal with the cli\u00admate cri\u00adsis; to reduce the gap between the wealth\u00adi\u00adest and the poor\u00adest; pro\u00adtect our health care sys\u00adtem; restore respect for inde\u00adpen\u00addent gov\u00adern\u00adment sci\u00adence; sup\u00adport the tran\u00adsi\u00adtion to a strong econ\u00ado\u00admy based on clean tech\u00adnol\u00ado\u00adgy, renew\u00adable ener\u00adgy and the expand\u00ading green econ\u00ado\u00admy. We can set an exam\u00adple for account\u00adabil\u00adi\u00adty and trans\u00adparen\u00adcy, as I have by plac\u00ading all my expens\u00ades on line. We can raise the bar for civil\u00adi\u00adty and respect in pub\u00adlic dis\u00adcourse. We can restore Cana\u00addi\u00adans\u2019 sense of trust in the very idea of an elect\u00aded per\u00adson who serves the best inter\u00adests of our coun\u00adtry and our plan\u00adet, rather than nar\u00adrow\u00adly advanc\u00ading short-term par\u00adti\u00adsan interests.<\/em><\/span><\/p>\n

Notice that she has zeroed in on the key ele\u00adments of the Con\u00adser\u00adv\u00ada\u00adtive threat to Cana\u00adda, and explained them clear\u00adly, in plain speech.
