This cogent\u00adly argued book deals with the prob\u00adlem of how peo\u00adple man\u00adage com\u00admonly held prop\u00aderty where dis\u00adcrete sub\u00addi\u00advi\u00adsion into indi\u00advid\u00adual own\u00ader\u00adship or man\u00adage\u00adment is not prac\u00adti\u00adcal, or not desired. Exam\u00adples of such sit\u00adu\u00ada\u00adtions are fish\u00ading grounds, joint pas\u00adturage, rota\u00adtional usufruct, and pro\u00adduc\u00adtive forests, but there are numer\u00adous oth\u00aders. Much non\u00adsense has been writ\u00adten on this sub\u00adject, and Ostrom clears the air with a dis\u00adci\u00adplined analy\u00adsis. Unlike most of the peo\u00adple who have pon\u00adtif\u00adi\u00adcated on the top\u00adic, she has stud\u00adied spe\u00adcific, real-life instances in great detail. She begins by describ\u00ading how var\u00adi\u00adous dubi\u00adous and unproven notions, such as Gar\u00adrett Hardin\u2019s \u201cTragedy of the Com\u00admons\u201d [see above], have been used to advance a vari\u00adety of ide\u00ado\u00adlog\u00adi\u00adcal agen\u00addas, almost always end\u00ading up jus\u00adti\u00adfy\u00ading mas\u00adsive inter\u00adfer\u00adence and expro\u00adpri\u00ada\u00adtion by the big and pow\u00ader\u00adful. For exam\u00adple, the \u201cTragedy of the Com\u00admons\u201d gim\u00admick was used by bureau\u00adcratic cen\u00adtral\u00adists to jus\u00adtify state con\u00adtrol of all resources, and by Neo\u00adcon\u00adser\u00adv\u00ada\u00adtives to jus\u00adtify \u201cpri\u00adva\u00adti\u00adza\u00adtion\u201d (the seizure and hand\u00ading over of local\u00adly owned resources to vast, baro\u00adnial cor\u00adpo\u00adrate bod\u00adies). I live in a coun\u00adtry that was pop\u00adu\u00adlated, in great num\u00adbers, by immi\u00adgrant Scot\u00adtish high\u00adlanders who had been dri\u00adven off their own lands by Enclo\u00adsure, an ear\u00adly incar\u00adna\u00adtion of this kind of clap\u00adtrap, so it\u2019s easy for me to appre\u00adci\u00adate her insights. Ostrom points out that there is no evi\u00addence that there is any nec\u00ades\u00adsary \u201ctragedy of the com\u00admons\u201d, that the world abounds with exam\u00adples of effec\u00adtive col\u00adlab\u00ado\u00adra\u00adtive con\u00adtrol of resources on the local lev\u00adel, and that the argu\u00adments pre\u00adsented have lit\u00adtle basis in expe\u00adri\u00adence, are full of self-con\u00adtra\u00addic\u00adtion and over\u00adlook fun\u00adda\u00admen\u00adtal eco\u00adnomic facts.
